Does Chelsea deserve to win the league, or did they buy it?

I am a Arsenal fan, and although I am disappointed losing the title, I am more disappointed losing to Chelsea, as I feel they bought the Premier League. Any team that goes and spends over £200m will win the league at some point. Am I being harsh or is there a valid point here
